Pearl Harbor attack to be remembered ed PEARL HARBOR, Hawaii (AP) A service aboard the USS Arizona Memorial highlights ceremonies today to mark the 48th anniversary of the Japanese attack on Pearl Harbor, which plunged the United States into World War II.

The sunken Arizona is the final resting place for 1,102 Navy men and Marines killed in the early morning attack Dec. 7, 1941. The memorial spans the hull of the battleship, which still flies the U.S. flag. It is the only Navy ship not in commission that is allowed to do so.

The memorial service would include prayers, presentations of wreaths, a 21-gun and the playing of echo taps. A moment silence would be observed throughout the naval base at 7:55 a.m., the exact moment of the Japanese attack. To end the minute of silence, F- 15 jets from the Hawaii Air National Guard will fly over the memorial in a "missing man" formation. Because of limited space aboard the memorial, attendance is by invitation only, but numerous survivors of the attack and members of various veterans and patriotic groups are expected to be on hand. The National Park Service, which manages the memorial and its nearby visitor center, will hold a simultaneous observance on shore for the general public.

Between 1984 and 1988, when the national rate was 16.6 percent, North Dakota's institutionalized population decreased by 52.7 percent. North Dakota led the nation in the rate of reduction for the period 1984-1988, Shutt wrote. Between 1983 and 1988, North Dakota increased its staff-to-resident ratio at Grafton and San Haven 158.3 percent, the highest rate increase in the nation. At the same time, the national ratio grew at 17.5 percent.

"It doesn't surprise me," said former House Majority Leader Earl Strinden when he was told of the figures in the report. During Strinden's tenure in the state House, he frequently criticized the court-ordered increase in services as too expensive. Strinden said, as he has before, that he feels the court-ordered care has jeopardized the state's ability to support other necessary education, services to the elderly and other human service programs because a disproportionate amount of money is going to services to the retarded. Strinden pointed out that Gov.

George Sinner said Wednesday that the loss of the referred tax measures in Tuesday's election will put the state at the bottom of the nation in spending on education. Comments by Shutt's boss in a cover letter to Van Sickle also raised Strinden's ire. Court monitor Dr. Robert Eelkema said, "while the state Legislature has responded well to needs, when these responses are examined from the standpoint of inflation, 1988 inputs are at about the same level as 1977." Said Strinden, "'That is Mayberry's 'Aunt where she appeared in such productions as Tell," "Point of No Return" and "The Lady Says No." She became famous for her television role in the popular show starring Andy Griffith as a Southern sheriff, which she continued the short-lived series "Mayberry RFD." She won an Emmy for the role in 1967. "Andy Griffith" was near the top of the ratings from Oct.

1960 to Sept. 1968 when Griffith left the show. "Many episodes focused on her and: she was essential to the success of the show," said John Meroney, founder of the Andy Griffith Show Appreciation Society. William Bosanco MOTT William L. Bosanco, 98, Mott, died Dec.

absolutely false. He is totally wrong on the total dollars. It has grown way beyond inflation." Strinden said he has the figures and documents to prove Eelkema told the judge that Shutt's report does not include expenditures for special education and capital expenditures. However, the capital expenditures for building group homes around the state are included. Eelkema also stopped short of patting the state on the back.

"While this is a favorable report in terms of levels of dollars, it says nothing on how those dollars were spent or on the quality of services," Eelkema wrote to Van Sickle. "Previous monitor reports have raised many questions addressed to these Strinden, who has frequently blasted the court monitor and his $400-a-day salary, said, "Of course, if he can keep raising questions until he's 65, he'll be pretty well taken care of." dies "When she started on the show she was 57 and had more experience going in than any of the other cast he said. "She was only one from a large city and the fact that she could portray Aunt Bee showed the depth of her talent." During her stay in Chatham Hospital, Miss Bavier received many cards, letters and flowers from well-wishing fans. At one point, she invited the show's other cast members Griffith, Don Knotts and Ron Howard to visit her in the hospital. Officials would not say whether any of the cast members visited.
